How Policy Leaders in DC View AI, Drones & Autonomous Tech

As AI, drones, and autonomous vehicles become central to national conversations, a leading technology stakeholder partnered with us to understand how policy influencers view emerging technologies in the DC-MD-VA policy circles. The goal? To inform smarter drone regulation, craft compelling AI public affairs messaging, and build bipartisan coalitions around tech innovation.

Objective

This policy research aimed to:

  • Gauge public perception of AI, drone usage, and AVs-both personal and societal.
  • Benchmark opinion on current and proposed emerging tech regulation.
  • Test the effectiveness of various policy messaging strategies around drone safety, data privacy regulation, and U.S. innovation.
  • Identify potential political or legislative pushbacks from key tech policy influencers.
  • Provide message-tested insights for lobbying, PR campaigns, and Capitol Hill perception research.

Research Approach

a.   Multi-Method Survey Research

We used a blended approach combining:

  • Quantitative surveys to gather structured sentiment data.
  • Message resonance analysis via split-sample testing across 6 themes.
Each message was rated on believability, personal/political relevance, and ability to increase support for drone and AI policy.

b.   DC Influencer Segmentation

  • Targeted direct recruitment of policy insiders from the Beltway.
  • Screened for those with high political engagement, familiarity with tech legislation, and history of advocacy.

c.   Behavioral & Contextual Layering

To add depth, we captured:

  • Political behaviors, voting history, and tech ownership.
  • Influence of media consumption habits (e.g., Politico, The Hill).
  • Response shifts before and after technology public opinion exposure.

c.   Survey Content

  1. Issue Benchmarking – Ranking national priorities.
  2. Tech Perceptions – Views on AI policy, drones, AVs.
  3. Regulatory Scenarios – Testing support for specific federal drone policy research concepts.

d.   Messaging Framework – Testing 6 themes:

  • Innovation & U.S. industry
  • Job creation & local impact
  • Safety & compliance technologies
  • R&D & global leadership
  • Drone safety messaging
  • Data privacy regulation

e.   Attitudinal Shift Tracking – Before vs. after message exposure.

f.   Demographic Signals – Education, race, income, activism level.

Key Insights

a.   Message Resonance

  • Messaging focused on public safety, such as wildfire mitigation and law enforcement use, ranked highest for credibility and persuasion.
  • Innovation and job creation narratives were especially effective among Republican-leaning respondents.
  • For Democrats, data privacy regulation messaging stood out, especially when referencing specific features like DJI’s Local Data Mode.

b.   Regulatory Sentiment

  • Widespread support for:
    • Pilot ID systems
    • No-fly zones around sensitive areas
    • Skills certification programs
  • Resistance to:
    • Usage fees
    • In-person testing burdens
These were cited as stifling innovation and creating unnecessary obstacles for the tech industry.

c.   Drivers of Attitudinal Shifts

Via political sentiment analysis tools, we identified three strong correlators to increased support:

  1. Belief in drones as a safety innovation
  2. Alignment with the American manufacturing/jobs narrative
  3. Confidence in user control and privacy protections
